The Collaborative for Health Arts and Civic Transformation
About us

About HACT Collaborative

We are HACT Collaborative — a coalition advancing health equity, educational opportunity, mental wellbeing, and civic transformation across Greater Houston.

We believe lasting change happens when residents, artists, schools, health systems, and civic institutions work together — not as a single organization acting alone, but as a network built on trust, shared power, and community-led solutions.

The Challenge

Houston is home to world-class healthcare, educational, and civic institutions — yet many historically underserved and newcomer communities still struggle to meet basic needs. The problem isn’t a lack of services. It’s fragmented systems, limited trust, language barriers, cultural disconnects, and the difficulty of navigating complex institutions.

Left unaddressed, these barriers show up as poorer health outcomes, lower educational engagement, social isolation, unmet mental health needs, and reduced civic participation — for children, youth, and families alike.

Who We Are

HACT Collaborative is a community-centered backbone organization, not a direct-service provider acting alone. We convene residents, community-based organizations, schools, healthcare providers, artists, universities, and public institutions to co-design solutions that improve health, education, mental wellbeing, and civic life.

Rather than duplicating what already exists, we strengthen and align existing community assets through shared leadership, coordinated action, and culturally responsive engagement — so partners can focus on what they do best while working toward shared outcomes.

What We Do

Our work is organized around three interconnected layers of need, reflecting lived experience from immigrant- and community-led work in Houston:

1

Foundations for Daily Survival

Language access and social connection.

2

Systems Navigation

Helping families navigate education, healthcare, and community resources with trusted information and referrals.

3

Human Dignity, Belonging & Wellbeing

Mental health support, school mental health, culturally safe spaces, and creative, healing arts expression.

When foundational needs go unmet, children, youth, and families face barriers that ripple into academic achievement, physical and emotional wellbeing, and long-term stability. We design arts-integrated health, education, and civic initiatives with our partners to address all three layers together — because access, trust, and alignment are what’s been missing, not services.

Where We Work

We work across Greater Houston, focused on historically underserved communities of diverse backgrounds — including immigrant and refugee families, many of whom have been missed by traditional outreach and engagement approaches.

How We Work

We work through partnership, transparency, shared power, and community knowledge — guided by six core values:

Community-Led

Lasting change begins with community voice, lived experience, and shared leadership.

Equity & Dignity

Advancing health equity by addressing systemic barriers and honoring the dignity of every individual and culture.

Creativity as a Catalyst

Arts and cultural expression as powerful tools for healing, connection, learning, and civic participation.

Collaboration & Shared Power

Partnership rooted in transparency, shared governance, and mutual accountability; no single organization can do this work alone.

Cultural Grounding & Inclusion

Culturally responsive practices that support inclusion, belonging, and understanding across differences.

Learning & Accountability

Reflection, evaluation, and continuous learning to strengthen impact and steward resources responsibly.

Our Model: Coalition → Collaborative

We start wide to listen and align, then go deep to deliver results.

01Coalition Phase

Listen & Align

We bring together a broad, cross-sector coalition — residents, schools, nonprofits, artists, health partners, and civic institutions — to build trust, surface shared priorities, and pilot low-cost, arts-based engagement that reaches families traditional systems often miss.

02Collaborative Phase

Deliver & Sustain

A smaller group of committed partners forms a collaborative with shared governance and accountability, co-designing programs that improve wellbeing, strengthen youth and family engagement, and support civic participation.

In this model, partner organizations design, deliver, and fund programs within their own expertise, while the HACT Collaborative backbone team coordinates shared vision, governance, evaluation, communications, and funder relationships. The backbone enables the work — it doesn’t own it. This intentionally distributes power across partners, preserves community and place-based leadership, and ensures the mission continues beyond any single role or organization.

This approach reflects best practices used locally, such as Houston’s Complete Communities initiative, and nationally, through models like the BUILD Health Challenge and Robert Wood Johnson Foundation Culture of Health collaboratives.

Our Story

HACT Collaborative grew out of more than a decade of grassroots work with immigrant and refugee families in Houston. Founder Dr. Aisha Siddiqui began this work while pursuing her master’s degree in public health and continued it through her doctoral studies. In 2015, she founded a nonprofit informed by her research and by the families she worked alongside. Both pointed to the need for sustained, culturally responsive support grounded in community relationships.

What started with storytelling and homework help in apartment complexes grew, through community trust and volunteer networks from local universities, into women’s circles, ESL and citizenship support, and — during the COVID-19 pandemic — a trained corps of community health workers delivering culturally competent outreach and vaccination support.

That same lived experience and community trust now ground HACT Collaborative: a coalition-built, shared-governance model designed to sustain this work for the long term, and to grow it across Houston in partnership with residents and institutions alike.
