HACT Collaborative (the Collaborative for Health, Arts & Civic Transformation) is a community-centered backbone organization that convenes residents, community-based organizations, schools, healthcare providers, artists, universities, and public institutions to co-design solutions that improve health, education, mental wellbeing, and civic life across Greater Houston.

We strengthens and aligns work already happening in the community. Rather than delivering direct services, we convene partners, facilitate shared governance, coordinate strategy and evaluation, and support communications — while our partners continue delivering programs within their own areas of expertise.

Our work is organized around three interconnected layers of impact, reflecting lived experience from immigrant- and community-led work in Houston:

  • Foundations for Daily Survival — language access and social connection.
  • Systems Navigation — trusted information and help navigating education, healthcare, and community resources.
  • Human Dignity, Belonging & Wellbeing — mental health support, school mental health, culturally safe spaces, and healing arts expression.

These layers build on each other: when foundational needs go unmet, progress on wellbeing and civic participation is much harder to sustain.

We work with residents and families — especially historically underserved and newcomer communities — alongside community-based organizations, schools, healthcare providers, artists and cultural practitioners, universities, and civic institutions across Greater Houston.

Through a Coalition → Collaborative model: we start wide, listening and building trust with a broad cross-sector coalition, then move into a smaller collaborative with shared governance to co-design and sustain programs. Every step is guided by our values — community-led leadership, equity and dignity, creativity as a catalyst, shared power, cultural grounding, and accountability.

Programs & Projects

Our projects fall under our three-layer framework: arts-integrated health and wellbeing programs, youth leadership and family engagement, school partnerships and student wellness, community navigation and systems access, civic engagement and community leadership, and cross-sector collaboration paired with shared evaluation. Specific projects are added as coalition partners and priorities are confirmed.

Our work is strictly nonpartisan - mainly focused on informed participation, sharing voter information, and listening to community priorities — not endorsing candidates or parties.

Governance & Contact

Decision-making is distributed rather than centralized in a single institution. A Community Advisory Circle is consulted on matters affecting relevance, equity, and trust, fiscal oversight is kept separate from program authority, and evaluation is conducted independently to preserve credibility.

Community voice sits at the center of our model. Coalition listening sessions, arts-based engagement, and a Community Advisory Circle all feed into program design, priorities, and governance decisions — reflecting our belief that lasting change begins with community voice and lived experience.

We welcome community members to reach out and share their experiences with us directly.
